I'm relieved that you found your kitty and very upset, disgusted that another kitty died for no reason. I don't understand people.
As for your concerns, if this little guy is eating out of dumpsters, even if he is owned, in my book, the owners have surrendered any rights to him. I personally wouldn't wait for this woman to catch him. Not only don't you know for sure what she does with them (and yes, some people trap cats for sale to labs but tell others they are being rescued

), but the sooner he's in a loving or at least not so dangerous environment, the less chance something bad will happen to him. If you don't want to keep him, go on Petfinder and find out the names of some rescue groups in your area.
